PPN Registration and Reporting for Bali Businesses

Published October 2026 · 9 minute read · The Bali Accountant

If your company in Bali has crossed the turnover threshold, sells taxable goods or services, or you simply want to stop guessing whether you owe PPN this month, this page tells you exactly when registration becomes mandatory, what the monthly filing cycle looks like, and what it costs you if you get it wrong. PPN (Pajak Pertambahan Nilai) is Indonesia's value added tax, charged on most goods and services sold in the country, and once your business is registered as a PKP (Pengusaha Kena Pajak), you are on the hook for monthly returns whether you had sales or not. We register and file PPN for companies across Canggu, Seminyak, Ubud, Sanur, Uluwatu, Denpasar, Kuta and Kerobomg every month, so the mistakes below are the ones we actually see on client accounts, not theory.

PPN Registration and Reporting for Bali Businesses

Who needs to register for PPN in Bali

You are legally required to register as a PKP once your gross annual turnover passes a set threshold, which has sat around IDR 4.8 billion for several years, though thresholds do get revised so confirm the current figure with us before you assume you are under it. Below that figure, registration is optional, and plenty of small villa operators, consultants and online sellers in Bali stay unregistered on purpose because the compliance load isn't worth it yet.

But turnover is not the only trigger. Some businesses are required to register regardless of size, for example certain import activities or specific regulated sectors. And once you voluntarily register, you cannot simply deregister when sales drop, there is a process and a waiting period. A lot of PT PMA owners register early because a landlord, a corporate client or a government tender demands a tax invoice (faktur pajak), not because the threshold forced them. If a client is asking you for a faktur pajak and you can't issue one, you are losing that contract, and that's usually the real reason owners call us before they technically have to.

Sole proprietors, freelancers and KITAS holders working informally generally sit outside the PKP system unless they operate through a registered business entity. If you're not sure whether your setup counts, our accounting and tax services page outlines the entity types we work with, from local PT companies to foreign owned PT PMA structures.

What we do, step by step

Registration and reporting are two separate jobs and most firms only sell you one of them. Here is the full cycle as we run it.

  1. Eligibility check. We review your turnover, sector and existing NPWP status to confirm whether registration is mandatory, advisable, or premature.
  2. PKP application. We submit the registration through the tax office system, which includes a verification step where the tax office may request proof of business activity, address and bank details.
  3. e-Faktur setup. Once approved, you need an electronic certificate to issue valid tax invoices through the e-Faktur system. We set this up and link it to the business owner's or director's credentials.
  4. Monthly output and input tracking. Every sale with PPN charged (output tax) and every eligible purchase with PPN paid (input tax) gets logged against source documents.
  5. SPT Masa PPN preparation. We calculate the net PPN payable or the overpayment carried forward, prepare the monthly return, and send it to you for approval before submission.
  6. Filing and payment. We file the SPT Masa PPN and arrange payment confirmation before the deadline, with a copy of the filed return kept on your record.

What you need to provide

Reporting is only as fast as the documents behind it. Each month we need:

  • Sales invoices and receipts for the period, ideally exported from whatever system you use to bill clients or guests
  • Purchase invoices and receipts where you want to claim input tax credit
  • Bank statements covering the business accounts, so we can reconcile reported sales against actual cash movement
  • Any existing e-Faktur certificate and NPWP details if this isn't our first month handling your account
  • Access to your accounting software or spreadsheet, if you keep one, rather than us rebuilding records from scratch

Timing matters more than people expect. If we don't have your documents by roughly the 20th of the following month, we are filing right against the deadline with no room to query anything that looks wrong, and that's when errors slip through.

PPN deadlines and penalties, explained plainly

PPN runs on a monthly cycle. The SPT Masa PPN for a given month is generally due by the end of the following month, and payment needs to be settled before or at the point of filing, not after. Miss it, and two separate penalties can apply: a late filing penalty on the return itself, and late payment interest calculated on the outstanding tax from the due date until paid. The exact rupiah amounts and interest percentages get adjusted by regulation from time to time, so always confirm the current figures with us rather than relying on a number from an old forum post.

ItemTypical timingNotes

Monthly SPT Masa PPNDue end of the month following the tax periodFiled even if there were zero sales
PPN paymentBefore or at filingLate payment adds interest on top of the tax owed
e-Faktur certificate renewalPeriodic, tied to certificate validityExpired certificate blocks invoice issuance

The most expensive mistake we see: business owners who register as PKP to satisfy one client's request, then forget they now owe a monthly return every single month regardless of activity. A zero-sales month still needs a nil return. Skip it for three or four months in a row and the combined late filing penalties plus the scramble to reconstruct missing invoices usually costs far more than a year of proper monthly bookkeeping would have.

Common mistakes Bali business owners make with PPN

Most of the PPN problems we inherit from new clients fall into a short list.

  • Charging PPN without being registered. Some owners put "plus 11% PPN" on invoices before they actually have PKP status, which is not legal and creates a mess when a client later asks for the faktur pajak that doesn't exist.
  • Not charging PPN when they should. The opposite problem, usually from villa or F&B operators who didn't realise their turnover crossed the threshold mid-year, leaving months of unreported output tax to correct retroactively.
  • Treating input tax claims loosely. Not every purchase qualifies for an input tax credit, and claiming PPN on personal or non-business expenses is one of the first things a tax audit flags.
  • Letting the e-Faktur certificate lapse. If the digital certificate expires and nobody notices, you physically cannot issue valid invoices until it's renewed, which stalls client billing.
  • Assuming monthly filing is optional in quiet months. It isn't. A PKP company files every month until it formally deregisters, and deregistration itself is a process, not a phone call.

How pricing usually works

PPN services in Bali are generally sold one of two ways, and which one suits you depends on how often you invoice and how messy your books currently are.

ModelBest forWhat's included
Monthly retainerActive PKP companies with regular salesBookkeeping, invoice tracking, SPT Masa PPN filing, payment coordination, usually bundled with PPh and other monthly tax obligations
Per-filing feeLow volume or dormant PKP status, or a one-off registrationJust the registration, or just the return for that specific month, billed separately each time

Most PT PMA clients end up on a monthly retainer because PPN rarely sits alone, it usually runs alongside monthly income tax withholding, payroll tax and annual corporate filings, and bundling it keeps the deadlines on one calendar instead of four. We quote based on transaction volume and entity type rather than a flat rate, since a ten-invoice-a-month consultancy and a hundred-invoice-a-month villa management company carry very different workloads. Ask us for a quote specific to your business rather than assuming a published number applies, because it usually doesn't.

Why work with a local accountant in Bali

Indonesian tax regulation changes more often than most foreign business owners expect, rates, thresholds and filing mechanics included, and a lot of the guidance circulating online is already out of date by the time it's shared in an expat Facebook group. Working with an accountant based in Bali means someone is actually watching the regulatory updates that affect PT PMA structures specifically, not general Indonesian tax advice written for Jakarta corporates. It also means the tax office correspondence, verification visits and e-Faktur certificate renewals get handled by someone who can respond the same week, not a remote service three time zones away. Our office is in Umalas, Kerobokan, and most of our clients operate out of Canggu, Seminyak, Ubud, Sanur, Uluwatu, Denpasar and Kuta, so the logistics of getting a document signed or a certificate collected are usually a short drive, not a courier delay.

FAQ

What is PPN in Indonesia?

PPN (Pajak Pertambahan Nilai) is Indonesia's value added tax, charged on the sale of most taxable goods and services. Registered businesses, known as PKP, charge PPN on their sales (output tax) and can claim back PPN paid on eligible business purchases (input tax), reporting the net amount to the tax office every month through the SPT Masa PPN.

What is the PPN threshold for registration in Bali?

The mandatory registration threshold has generally sat around IDR 4.8 billion in annual turnover, though this figure is set by regulation and can be revised, so confirm the current threshold with us before relying on it. Below that figure, registration is optional, and many small Bali businesses stay unregistered deliberately to avoid the monthly filing workload.

Do PT PMA companies need to register for PPN?

A PT PMA registers for PPN under the same rules as a local PT company, based on turnover and business activity, not foreign ownership status. Many PT PMA owners register earlier than required because corporate clients or landlords ask for a faktur pajak, which only a registered PKP can issue.

What happens if I file PPN late?

Late filing of the SPT Masa PPN triggers a fixed penalty on the return itself, and if tax was owed, separate interest accrues on the unpaid amount from the due date until payment. The exact penalty and interest figures are set by regulation and do get adjusted over time, so confirm current amounts with us rather than an old estimate.

Do I still need to file PPN if I had no sales that month?

Yes. Once registered as a PKP, you file a nil SPT Masa PPN for any month with no taxable sales. Skipping the filing because there was nothing to report still counts as a late or missing return and can trigger the same penalty as a month with sales.

Can I deregister from PPN once registered?

Deregistration is possible but it's a formal process through the tax office, not an automatic status change, and it generally requires showing turnover has stayed below the threshold for a sustained period. Until deregistration is approved, you remain obligated to file monthly returns even if sales have dropped significantly.

Is PPN the same as PPh?

No. PPN is value added tax on goods and services sold, while PPh (Pajak Penghasilan) is income tax, covering corporate profit, employee salaries and various withholding obligations. A registered company typically manages both in parallel, often on the same monthly compliance calendar, but they are calculated and filed separately.

Do freelancers and digital nomads in Bali need to register for PPN?

Individuals working informally without a registered business entity generally sit outside the PKP system and are not required to charge or report PPN. If you operate through a registered PT or PT PMA, or your turnover through that entity crosses the threshold, registration becomes a company level obligation rather than a personal one.
